What if? / ¡Ojala fuera...!

English

This posting is a spoof. It is built around a serious and very interesting article by Thomas Powers, published first in the New York Times magazine, and later republished on June 28th by Truthout.

Hans Blix, director of the United Nations weapons inspection team, did not believe that war was inevitable. His repeated trips to Iraq were beginning to have some influence in world opinion, even in the Oval Office. The night when three British officials came to CIA headquarters to express their condolences about the 9/11 tragedy, many American officials were beginning to believe that only the Taliban in Afghanistan and Saudi Arabia were behind the attack. Of course, those who had Saint Halliburton Chorea disorder in their portfolios were uncomfortable with this conclusion, and others kept quiet about things they knew about in the U.S. administration. Withal, there were suspicions about the role of the Benefic Petroleum Company (BPC) en Irak. Tenent, the CIA director, was the owner of one of those suspicions.

Of course there were people close to President Bush that wanted to go after Iraq, and Tenet certainly knew it too. Conspicuous among them was the neo-conservative agitator and polemicist Richard Perle, an outspoken advocate of removing Saddam Hussein by military force. Perle clearly had the attention of important people in the White House, even on the day after the 9/11 attack.

Paul Wolfowitz, another neoconservative and longtime friend of Perle who was the deputy secretary of defense under Donald Rumsfeld seemed to have a close relationship with President Bush. Some people might imagine the two of them lunching on live mice together, both grinning and unhinging their lower jaws in comfy harmony. But we need a different Bush here to save both our story and the nation. We need to leave the old one where he belongs on the decks of the USS Abraham Lincoln Aircraft Carrier, accomplishing sidewinding missions for an obedient press. Our Bush was a slow-talking, bow-legged, judicious Texan, a veritable John Wayne.

“Call a meeting with Tenet, Cheney and Rumsfeld," he drawled.

The Oval Office again opened its historical doors for a meeting of great minds in Washington. Bush opened the meeting, sagely greeting each participant, and telling him how important his opinions would be that day. Chenny talked about Mohamed Atta, the man he said was a terrorist that he said had gone to Prague to meet an official of Iraqi intelligence. Tenet, beginning to anger, responded that no-way, that there was phone-call and credit card evidence that demonstrated that Atta was in the United States at the time of the alleged meeting. Rumsfeld sat silently, his narrow eyes darting around the room, his bifid tongue flicking nervously through his tight-pressed, scaly lips. Bush stood tall that day. “I want real evidence”, he said, firmly stepping in his new cow-boy boots across his new carpet.

The Vice President did not take no for an answer. After all, he belonged to a part of the government so elite that it was not mentioned in the Constitution and was largely maintained by inhuman gnomes from Harvard. He sent a speech over to the CIA for review making all the old arguments that there was a "link." Tenet tells us that he telephoned Bush to say, "The vice president wants to make a speech about Iraq and al-Qa'ida that goes way beyond what the intelligence shows. We cannot support the speech, and it should not be given."

This was too much for the tall Texan statesman of our wildest dreams. President Bush was indignant over the possibly horrific consequences of error – the destruction of Iraq and its people. A week later Tony Blair himself was at the White House. Bush took him immediately by the elbow, according to the British ambassador, Christopher Meyer, and moved the prime minister off into a corner of the room.

“Don't get distracted,” Blair told the President; “Seek the truth, and bring peace to the world. Take plows, schools, irrigation systems, and reforestation to the Middle East. Not death!”

Bush was impressed. “Yes,” he said, and he called Laura over. “Look,” he said, “You are a people-person. Call the whole gang, Chenny, Rumsfeld, Perle, and all of them. Tell them I’m giving them ambassador appointments to Upper-Lower-Outer Sub Slobovian Siberia. We are going to construct peace!”

And so it was done. Bush called Hans Bliz the very next day. “Y’all got the right idea. Com’on over for a barbeque tomorrow at the Ranch.”

Not only was peace established. The plows and irrigation systems turned the desert green. The Middle East became prosperous and its people forgot about fanaticism and terrorism. They learned how to see the bright side of life and even developed a sense of humor about Danish cartoons and macho jokes.

¡Vamos a construir paz!"

Identification with the aggressor / Identificación con el agresor

English

Martin Luther King said, “Wars are poor chisels for carving out peaceful tomorrows.” One might add that the mistreatment of an ethnic or minority group is a poor tool for pacifying these victims.

There is something Freud called “identification with the aggressor”. This is what happens in some cases when people are powerless against the brutality of others. They say, “Never again!” and become just as brutal as their assailants. On the other hand they can become passive and accept the treatment they receive, perhaps dying in the process. Of course, another solution would be to become very sensitive to the suffering of others.

Whole peoples have chosen the violent solution. I have the impression that the Israelis, after WW II, and the Hamas, after the treatment they received from the Israelis, have taken this course. What has to be done for people to work through their suffering, even their guilt, and to become better people in the process?

It seems that few nations have been able to do it. The Reconciliation in South Africa was very close to successful; it did manage to abolish apartheid without bloodshed.

And in the opposite case, when aggressors become aware of what they have done, it can happen that they come to terms with their past and try to make amends. The Germans come to mind, having enacted legislation after the war designed to shun a repetition of the horrors of Fascism. In the United States, a nation of winning aggressors up until now, this has never been accomplished, not in relation to Manifest Destiny, nor slavery, nor the massacre of the Indians, nor the neo-colonial wars of the late twentieth century in the Far and Middle East. Whole sectors of the population can only conceive of thrashing their rivals and seizing the resources they leave behind when routed.

What are the environmental conditions that produce behavioral aberrations? This is not a rhetorical question; rather it should be a central concern for environmental psychology, a discipline that examines the connection between people’s surroundings and behavior.

Below, in another posting I mentioned the work by the social psychologist, Philip Zimbardo, where he simulated a prison to study the relationship between prisoners and their guards. In that experiment, the guards immediately enacted repressive and brutal roles, and I say “enacted” because they “became” the guards whose roles they had assumed, just as they had seen them brutally depicted in the movies, television and on news programs. In the same way, the prisoners, even though they knew they were part of an experiment, and knew they could leave it whenever they wanted to, made plans to “escape” this treatment. They didn’t approach the organizers to say they wanted to end their participation in it. There was a tie between the setting and the social expectations that the participants accepted as mandates, and they were held en thrall by these expectations even though the situation had become intolerable for them.

After what has happened in Iraq, in Guantánamo and in the CIA’s secret "renditions” program, these are topics that must be examined. War is another setting that elicits certain kinds of behavior that in other conditions would be abhorrent.

I had a similar experience years ago when I participated in the training of members of a “new” municipal police force that was going to be different and less vicious than old one. We dealt with topics like prevention, exclusion, and civic participation. But when the new recruits were out on the street in full professional functioning, there was a sort of community demand that they become tough protectors, and within months they were indistinguishable from their formerly more violent colleagues.

In addition, there are other environmentally related questions that have to be asked. What turns the core city and shanty towns into a slum? Why are cities unable to cope with their garbage and waste water? Why do people depredate their survival resources to the point of destroying the whole planet?

Some of these questions already have partial answers:
a) Environment and role-expectations are tightly linked. Once people are in these “situations” they behave appropriately. One important way of changing behavior is to modify these expectations, and the place to begin these transformations is by reconstructing the environment. In jails, for example, architectural devices that disempower the prisoners must be reconsidered if one wants to move from mistreatment to rehabilitation.
b) People often leave their sense of responsibility for the environment at the door. Outside their personal area, where collective accountability begins, people do not perceive their own roles in keeping order and maintaining a viable relationship with their surroundings. Participation must be created as another role expectation in public areas.
c) Shanty towns and core-city conditions are degrading. The problem needs solutions that improve people’s lives in a general sense: health care, schools, job, and so forth. But here in Venezuela, a kinetic painter called Juvenal Ravelo, organized a slum community to reproduce one of his murals on their walls. In addition he incorporated their front walls in his design. The effect on the community members was a dramatic increase in civic pride and the desire to begin to change other aspects of their lives. The slum quickly became a neighborhood and the crime rate went down. The experience was described and analyzed in a masters’ thesis by Ligia Mujica de Tovar. This shows that environmental participation can have effects that go way beyond the actual experience of cleaning, painting and maintaining physical improvements.
d) Waste management and resource depredation are complicated issues but are related to the above. They have to do with people’s idea of collective space. I have had some experience with organic waste recycling, and have found that when people can be identified as the source of waste, they collaborate in its supervision. People who live in houses, for example, will often separate garbage and leave it in an organized way for the collectors. On the other hand, apartment dwellers, whose shared installations make it impossible to identify individual behavior, will work together only when they are ecologically aware of the need to do so.

Ways of approaching the problem

I considered the idea of city imagery” as a way of approaching these problems, and they have been described by Lozada (2007) in this way:

“Every city, as Colombo (19933, p. 99) has pointed out, “creates an orderly set of representations, an imagery through which a group of people reproduces and designates its own identity, distributes its roles, expresses its collective needs and its aims. Social existence, with its conflicts included, is articulated by these symbolic systems.”

There are antecedents for using imagery, symbols, and meaning for the study of situations from an environmental point of view. Roger Barker (1951, 1987) developed the idea of “settings” that are environmental and social situations that elicit particular kinds of behavior. Not many people use his research methods these days, and this is a pity. One of his techniques was to make precise, all-day descriptions of children’s activities as they moved from setting to setting in their own natural home and town environments. In another approach, William H. Whyte (s/f) studied the impact of the urban environment on people’s behavior, using a camera to see how people negotiate sidewalks, pathways, doors, and so forth.

I will continue these thoughts later on.

Armament / Armamento

English

The great sin of the twentieth and twenty-first centuries is how we have allowed the arms manufacturers to bamboozle us with the belief that we need their products. We have gone further. We train our little boys (and now girls) to fight in their wars, that for us are meaningless, but for the arms people mean lots and lots and lots of money.

Instead of using children’s need for adventure, bravery, strength, and competitiveness to foster the desire to combat poverty, disease, and global warming, we give them toy guns and violent video games bereft of reasons for fighting. My daughter asked my grandson if Spiderman had friends and he was surprised by the question. I also asked him what a particular group of armed, magical and hostile animated children were fighting for, and he found the question ridiculous. Our children and grandchildren are being prepared to be the fodder of the big armament companies in the race to spend taxpayers’ money to destroy the world.

The armament industry works on secretly. I do not understand why we allow this. Pierre Haski has written:

“It's demagogic, but I can't help myself. At the end of last week, the G-8 meeting in Germany promised 60 billion dollars for Africa, a sum presented as a significant effort to bring this continent out of despair. Monday, a report revealed that global military spending had reached 1,200 billion dollars last year, that is, an increase of 3.50 percent over the prior year (and of 37 percent over ten years). Take out your calculator: 3.50 percent of 1,200 billion makes the tidy sum of 42 billion dollars, just for the increase over last year. Something to compare to the G-8 gesture ...”

The first picture was taken from Haski’s original article. The second was a creative project between my grandson and me in which we progressively modified a picture of him holding a Spiderman mask that he had painted in front of his face. It was good fun, but later, looking at it, it terrified me. I love the ethical parts of his adventure with this hero, but the ideological overtones are so very worrisome.

Democracy 2 / Democracia 2

English:

I would like to begin some brief references to what appears to be the failure of demo-cracy. The other day I mentioned what seems to be an inappropriate assumption at the base of this political system: the rational voter. Today I have been thinking about the distance that exists between the governed and their elected leaders.

The news media have been filled with pictures and reporting on the fence at Heiligendamm, where it has been necessary to construct physical barriers between the presidents and prime ministers (all elected by supposedly democratic procedures) of the G8 countries, and the people they represent. In addition, the police encharged with protecting these officials used oppressive measures such as “preventative custody” in which people can be arrested without any proof.

In the Middle East, occupying forces in several countries resort to much more brutal means to control the populations they try to dominate. These occupying forces all come from democratic countries (the United States, England, Germany, Israel, etc.). In other words, the only way these elected officials can achieve their goals is to physically subdue both their constituents and those they attempt to conquer militarily. This does not sound like democracy to me.

One of the reasons for this great divide between the effective exercise of power and the situation of the governed is that today’s leaders do not really represent “the people”; rather they represent corporate power as Ralph Nader
has described in an article called "Taming corporations gone wild". He mentions such effects as, “corporate welfare, corporate eminent domain against the little guys, commercial invasion of privacies, WTO and NAFTA shredding our sovereignty, corporate crimes (Enron, Worldcom, etc.) or Big Government on behalf of Big Business empires around the World” (paragraph 13). In short, Nader’s vocabulary offers us a short list of some of the mechanisms corporate power uses to circumvent national governments and the conventions of the consent of the governed.

I will continue with these reflections later.

English

I have just read an excerpt from Al Gore’s new book, An Assault on Reason. I have not read the book, but I do feel backed up by a very important writer. The excerpt was based very specifically on U.S. culture; nevertheless it is clearly a globalized problem. People receive their information from television and other pre-digested, simplified sources, and their thinking becomes, as a result, degraded. They analyze information in terms of effortless dichotomies, and the result is uncritical thinking. I will write again about this.
